Report # 22. Ukrainian nationalists continue to kill peacefiul ukrainian citizens

1. Humanitarian situation

As usual, at 10AM on March 17th Russia once again opened and secured humanitarian corridors in Kiev, Chernigov, Sumy and Kharkov directions: a) along one corridor leading to Russia; b) and one more through the territories controlled by the Kiev authorities towards the western borders of Ukraine.

Ukrainian nationalists, realizing the hopelessness of their situation, deliberately delay time in the hope of the help of Western "masters" and do not let Ukrainian civilians out of the blocked cities to safe areas. At the same time, with sophisticated meanness and cynicism, they continue to kill ordinary Ukrainians, citizens of Ukraine, using their lives exclusively as expendable material for a "human shield".

The inhumane attitude of the Kiev authorities towards the population of their country is also evidenced by their shameful and criminal decisions of recent weeks. First of all, this is the legalization of the so-called "license to kill", as well as the use of foreign mercenaries and criminals released from prisons to take part in combat operations, which inevitably leads to an escalation of violence, but at the same time not on the front line, but in places of mass residence of unprotected civilians. And this has an extremely negative impact, first of all, on civilians and their hostile attitude to president Zelensky.

Guided by the principles of international humanitarian law and not accepting the suffering of the local population, the Russian Federation conducts large-scale measures to provide assistance to all people in need without exception.

The implementation of a set of measures for the evacuation of Ukrainian citizens and foreigners to safe areas, as well as the restoration of peaceful life in the territories liberated from neo-nationalists, continues.

As a result of the humanitarian operation carried out in Mariupol, 42,992 more people have been safely evacuated from Mariupol on March 17th. They tell newsmen horrible stories about their life during ultra-right regime in Kiev.

134 tons of medicines, basic necessities, as well as food, including baby food, were handed over to the population by Russian troops.

Federal executive authorities together with the Russian public organizations, patriotic movements have prepared more than 16.5 thousand tons of humanitarian aid to the refugees.. More than 19,500 tons of basic necessities, food and medicines have been prepared at the collection points.

At the same time, the Russian side is creating the necessary conditions for a peaceful and safe life in all the liberated territories, ensuring unimpeded access of the population to any humanitarian and medical aid.

3,175 tons of humanitarian cargo have already been delivered to Ukraine, 385 humanitarian actions have been carried out, including 36 actions in Kiev, Kharkov and Chernigov regions, as well as in Donetsk and Lugansk People's Republics, during which 181 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

Today, 42 humanitarian actions are being held in Kiev and Chernigov regions, during which 267 tons of basic necessities, including food, are being transferred to the population.

The Russian Armed Forces strictly observe the ceasefire on these corridors.

It also treat with Ukrainian POWs with dignity and respect. There are no complaints from them on any misbehavior.

To date, the database has already taken into account 2,696,239 people who want to evacuate from almost 2,000 settlements in Ukraine. Over the past day, 7,513 more peaceful citizens of Ukraine and foreigners have applied to the official structures of the Russian Federation and directly to the Joint Coordination Headquarters through various channels with requests for evacuation to Russia.

6,894 citizens from 21 foreign countries, as well as the crews of 70 foreign vessels blocked in the seaports of Ukraine, continue to be held hostage by the militants of the Ukrainian battalions.

Despite all the difficulties and obstacles imposed by the Ukrainian side, over the past day, without the participation of Kiev, 12,230 people were evacuated from dangerous areas, 2,262 of them children, and in total, since the beginning of the special military operation, 283,461 people have already been evacuated, of which 60,684 are children. Kiev still deviates to resolve humanitarian issues with Mscow.

Russian Ambassador to the United Nations Vassily Nebenzia has refuted Western accusations that Russia conducted war crimes in Ukraine, including the claims that it shelled a drama theatre and a mosque in Mariupol.

Mariupol, the second largest city in eastern Ukraine, has been under the control of Ukrainian forces. The city has been the site of intense fighting in recent weeks.

2. Producing ‘biodeath’ in Ukraine

Lieutenant-General Igor Kirillov, who commands the Nuclear, Biological and Chemical Protection Forces of Russia, presented one more pack of documents and imagery showing why the military has come to such a conclusion.

 Russia is sure that that components of biological weapons were being made on the territory of Ukraine. He noted that the documents he was presenting “have the signatures of real officials and are certified by the seals of organizations,” for those journalists and experts in the West doubting their veracity (see PPT added to the Report #21). 

One document, dated March 6, 2015 confirms the “direct participation of the Pentagon in the financing of military biological projects in Ukraine,” Kirillov said. The U.S. officially and directly funded the projects through the Ukrainian Ministry of Health, according to the Agreement on Joint Biological Activities. The evidence shows that the real recipients of some $32 million in funds were Ukrainian Defense Ministry laboratories in Kiev, Odessa, Lvov and Kharkov.

Some of the documents at the Kherson laboratory appear to be missing and may have been destroyed, Kirillov said, suggesting it was related to the 2018 outbreak of a mosquito-borne parasitic disease in that region, and a possible cover-up.

Four cases of dirofilariasis were detected in February 2018, which is not typical for mosquito life cycles, the general said. Pentagon representatives visited the local hospitals in April 2018, collecting medical records and getting briefed on the epidemiological investigation. However, “no documentary evidence regarding this outbreak has been found in the Kherson laboratory,” leading the Russian military to believe that “the urgency of destroying such documentary evidence is explained by the desire to prevent access to them by Russian specialists.”

There was also an outbreak of drug-resistant tuberculosis in 2018, among the citizens of the Donetsk and Lugansk People’s Republics, with 70 cases detected around the village of Pesky – on the frontline with Ukrainian troops – alone.

The Russian general brought up the long history of U.S. conducting banned biological research in other countries, noting as an example that in 2010 Washington apologized for syphilis experiments in Guatemala.

Russian MoD showed official documents confirming the transfer of 5,000 samples of blood serum taken from Ukrainian citizens to the Pentagon-backed Richard Lugar center in Tbilisi, Georgia. Another 773 biological assays were transferred to the UK, while an agreement was signed for the transfer of “unlimited quantities” of infectious materials to the Friedrich Loeffler Institute, Germany’s leading center for animal diseases.

The Russian Federation has repeatedly called for the publication of data on the military biological activities of the Pentagon on the territory of third countries, but the collective West, led by the United States, consistently blocks this initiative, preferring to conduct research bypassing international obligations with "someone else's hands".

3. Situation at the battlefields

The Lugansk Republic troops have liberated more than 90 percent of its territory from Ukrainian aggressors. The Donetsk Republican troops continue their movement in the northern direction. During the last 24 hours they covered 16 km.

Some more residential areas have been liberated.

The Russian troops have moved into the center of Mariupol the last key stronghold in the Eastern Ukraine.

During last 24 hours 81 Ukrainian military targets have been destroyed, including 4 MRLSs, three command and control centers, 8 ammunition depots, and 24 military hardware concentration areas.

From the beginning of the operation (February 24th) totally 183 aerial drones, 1406 tanks and ACVs, 138 MRLSs, 535 artillery systems and mortars and 1197 military vehicles have been destroyed.

Three U.S. instructors taking part in military operation vs Donbass have been personally identified.

While peace talks are underway between Russia and Ukraine, Western nations are continuing to pump Kiev with weapons. Ukraine's President Zelensky has requested that they supply Kiev with air defence systems, after the USA rejected the idea of declaring a no-fly zone over Ukraine.

Russian President Vladimir Putin called German Chancellor Olaf Scholz's attention to rocket strikes by the Ukrainian military of the cities of Donetsk and Makeevka during a March 18th telephone call. The president stressed that these strikes amount to "war crimes", but were still completely ignored by the West.

Moscow said firmly that it would immediately stop any arms deliveries to Ukraine from NATO.

So far, 17 NATO countries of totally 30, supplied aggressive Kiev’s regime with lethal arms and ‘blood’ money.

4. South African president blames NATO for Ukraine

South African President Cyril Ramaphosa says the bloodshed could have been averted if the U.S.-led bloc hadn’t increased instability, as a potential mediator in the Russia-Ukraine conflict, has faulted NATO for triggering war in the former Soviet republic by expanding eastward onto Moscow’s doorstep.

“The war could have been avoided if NATO had heeded the warnings from amongst its own leaders and officials over the years that its eastward expansion would lead to greater, not less, instability in the region,” Ramaphosa told South African lawmakers on March 17th.

"The president of the fund of the mosque, Sultan Suleiman Mosque in Mariupol, refuted the fact that the Turkish mosque with 80 people was shelled by Russia from the east", Russian envoy Nebenzia said during a UN Security Council meeting on March 17th.

Russia has been accused by the West over the past several days of killing civilians in a number of Ukrainian cities amid the ongoing Russian special military operation. The Russian forces in Ukraine have been accused of shelling civilian infrastructure in Mariupol as well as obstructing the evacuation of refugees from the city.

The Russian envoy called the Western allegations that Russia is forcing the people from Mariupol and other Ukrainian towns into Russia a "barefaced lie". He noted that only during the previous 24 hours alone Russia managed to ensure the evacuation of more than 31,000 civilians, including 89 foreign nationals, to the territory of the Russian Federation while some of the evacuees refused to go to Kiev-controlled territories.

Nebenzia also refuted the Western claims that Russia allegedly hit the Mariupol Drama Theatre where hundreds of civilians had sought shelter. He added that according to widely available information provided by Mariupol residents, who escaped from the city, the Ukrainian nationalist battalion Azov was using the building to cause a provocation and blame Russian forces. Moreover, the Russian military never considered the theatre as a strike target in their operations.
